rock music movement

Why isn’t the Velvet Underground’s music considered Progressive Rock?
In the late ’60s, the Velvet Underground were part of the Avant Garde movement in music–why isn’t this considered Art Rock? How come VU’s music is critically acclaimed but Yes, the Moody Blues, & Peter Gabriel era-Genesis have been harshly criticized? I think there certainly is an element of pomp in Lou Reed, Nico, & Warhol’s Factory bunch. The innovation/theatrics of Peter Gabriel could have equalled the VU & the Factory. Anyone care to comment…?
I’d put them more as early alternative or indie rock, actually. Not prog. (or Art rock)
Typical hallmarks of prog rock are:
Odd time signatures
Changing tempo and/or feel
Long, changing song format (not the standard verse/chorus/verse/chorus/lead/chorus/out)
Key changes
fairly complex chord sequences
Use of non-standard instrumentation
Mixing of various sometimes non-related styles, usually with rock (like Classical or Jazz)
Long instrumental passages
Use of extreme dynamics
Usually no commercial considerations when writing the music
You didn’t get that w/ VU. Much closer to the do it yourself & damn the mainstream ethic….like today’s indie rock.
EDIT:
Btw, I noticed your question on prog rock from several months back. I’d strongly suggest getting some Van Der Graaf Generator & Gentle Giant.
