Country song, 4 part question…?

A song was written by a radio disc jockey in the early 1960s, it was originally intended for a popular country music singer who never recorded it due to certain circumstances.
It was not until over 30 years later a 13 year old recorded and released it as a debut single that it hit the charts and propelled this 13 year old to fame.

2. Name of the disc jockey who wrote it.
3. Name of the legendary country music singer who never got the chance to record it.

I do believe that the song is called “Blue”, Bill Mack wrote it, Patsy Cline was the one who was supposed to record it, and the singer was/is LeAnn Rimes.
