i don’t know if there’s a word for the particular kind of cafe, but what you’re describing is beat culture. the snapping thing actually originated when people would have poetry readings in someone’s basement, and you couldn’t clap because it would be too loud and disturb the upstairs tenants, so people applauded by snapping. i guess you could call a cafe where beatniks hang out a beat cafe.
